We reached an agreement in September with the minister on how it should be done and we want to make sure there are no stumbling blocks.

We accept that our performances have not been up to standard, but we are not going to run away or hide from the problems. We will address them and look for long-term solutions.

The minister has not insist on anything, apart from a request that he's kept informed. All the necessary documents will also be at his disposal. He was previously not kept informed, but it was my duty the past few days to supply him with all the details.

The groundwork has been done, everyone involved is now on the same page. So I am pleased to say the process can officially get under way.

You can't include something like that in a contract.
