I have been to the Ninth Ward. There is debris in the Ninth Ward, but you don't have people. We say, send the money where the people are.
We're asking them to send the money where the people are, not where the trash is.
The thing I do not want to do is do anything that will hurt the citizens of Jefferson County or keep them from getting the assistance they need.
