Many don't know the risk they face, or ignore the risk they face or are deceived.

We're not trying in any way to encourage or promote migration. The only thing we're trying to do is warn (immigrants) of the risks they face and where to get water, so they don't die.

It's not to encourage them but simply to warn them of the dangers. This map is going to save many lives. In no way are we trying to promote immigration.

As a matter of fact, (Mexico's) population law does include prison terms for illegally entering the country ... and this is something that has been the subject of constant complaints.
