This really is a pre-emptive move. It's pretty plain that Washington Woods in the next two to four years will have a significant amount of new construction, or is likely to. (Redistricting will) keep it from having massive overpopulation problems.
We're fortunate with the amount of traffic in the parking lot here that a) he didn't hit anybody in car and b) that he didn't hit a pedestrian.
This is not like a Fishers or Carmel redistricting. This is not a massive redo.

You can't maintain a pit or other facilities for fighting, but the county has no law against owning birds. There's a lucrative business in the buying and selling of specially bred roosters.
We expect that within a very short period of time Washington Woods will become significantly overpopulated if we don't make that move.
