I would say it's not unexpected -- at least their decisions regarding non-degradation and going against re-injection.
I think, realistically, this is a long shot. But we're going to take it.
That's the one we think we have a much better chance at. The competition will be among fewer states, and we think we have a very good chance in that competition.
Everybody is in the same position, waiting to see what will be in the budget in regard to the Energy Policy Act.
