Our goal is to build a plant for Montanans, with the benefits staying in Montana, with the fuel coming from Montana and as environmentally clean as possible.

We'll still move toward that goal, regardless of whether we have an agreement with the (Montana Environmental Information Center).

We think we're going to get to 90 percent. Otherwise we wouldn't have agreed to it as a goal. That's our commitment to the people of Great Falls and the (state) Department of Environmental Quality, and we're going to keep our word.
