We've had people come here, learn things, and take that back with them. One thing that says, very simplistically, is that you need to patent your ideas and enforce the patents that are part of your industry or company. Beyond that, one mechanism would be to look for partnering firms in China, as opposed to just putting up barriers. In some ways you look at the barriers as almost trade policies back early in the twentieth century. Perhaps we need to think of something a bit different there.
