Nuclear weapons, nuclear programs are not something that one should leave in an ambiguous state.

They are asking to be given nuclear technology when they are outside the treaty, which is impossible.

It is very important to understand that all the North Korean nuclear energy programs, up to now, all of them have been related to weapons. Not a light bulb has been turned on as a result of the nuclear reactors in North Korea.

It is very clear that we have laid out the plan by which the DPRK must first abandon its weapons, abandon all its existing nuclear programs, get itself back into the (nuclear) Non-proliferation Treaty in good standing,

We will be prepared to have a discussion about the subject of the provision of a light water reactor but only after (North Korea) gets rid of its nuclear weapons, gets rid of its nuclear programs, gets back into the NPT and has IAEA safeguards,

We cannot have a situation where the DPRK pretends to abandon its nuclear programs and we pretend to believe them,
